This falls under the FDAs category 1.  It is intended use is to promote general wellbeing and does not specify a specific condition that it is attempting to improve.  More and more children are experiencing mild and slightly harsh forms of eczema. I think it has to do with the increase in toxins in the air and sustainable water we use daily as well as the chemicals that we use to harvest and protect our foods. Children only have been on the earth as old as there age, and while that sounds cliche' to some extent that also means their little systems have not had years to build up a tolerance to chemicals. Some children are to little to get prescription medications to easy the aliment that some degrees of eczema cause and they cause more damage by scratching in an effort for temporary relief. 

This oatmeal bar does provide some relief to the general population and is very mild. It is considered category 1 because there are no chemicals, it is a natural substance that provides temporary relief from symptoms such as itching that is caused by eczema. I would say if it would have contained additional ingredients that were not natural the oatmeal bar may have been category 2. But for this  particular post, it is category 1.

The benefits outweigh the possible risks and creating the product will be manageable in large quantities. Children with eczema do face a harder time adjusting to a new environment and this product is easy to use with little to no risk of exposure to chemicals.
