Usually, the resources to each department are allocated by the functional manager and even controls the budget. The team manager of each department needs to negotiate with the functional manager of the organization to get the resources for a particular project. In general, the availability of organizational resources depends on the business conditions. The functional manager of the organization is the one who needs to manage any issues raised in the organization whereas project-based organizations deal with or focus on benefiting external customers by satisfying their needs. In project organizations, the organizational resources are mostly engaged in the project work. Usually, the project manager has complete authority and independence and is a permanent member of the project organization. The project resources are available to the project manager and the resources are to name our project schedulers, plan administrators, project coordinators, and business analysts. In Functional Organizations, one manager is in charge of a handful of staff. These managers can be in charge of Regulatory, Quality, Clinical, and many others. In this type of organization, the staff answers to the manager, and there aren't many opportunities to get to know others from other departments. There are chances for the staff to possibly challenge the manager's position given that they become efficient in their craft.
In a Project-Based Organization, the project manager recruits those from each department to form a team. As the team gets to know each other, leading to camaraderie among themselves. On the other hand, they won't have opportunities to get to know other established teams. Acknowledgment of different projects and department processes becomes limited as well.

In this structure, positions are more clear and permanent, while advancement is also favorable in functional organizations. Additionally, functional managers have a lot of power and critical decisions are made by one person. An issue with this format is that since the departments are separated, it may be difficult to work across multiple departments. A project-based organization is focused on the completion of a particular project. In this case, roles may be less defined than in a functional organization since the members of a team may change depending on the type of project. A similarity between both organizational structures is that the managers in both cases hold a lot of power to make key decisions. The organization that would be more beneficial would be a functional organization since it provides more job security and opportunity for growth, as the role is not tied to a specific project. A project-based organization may highlight an individual's strengths better, but it could lead to less available work and uncertainty.
