Establishing effective measurement methods is crucial for ensuring the success of a project after its completion. However, the critical systems for measuring risks to product quality in design controls can be challenging. Medical device development can be volatile due to potentially missed compliance steps, delays in product development, or ineffective procedures that impact product quality. One effective way to mitigate risks and evaluate metrics during project development is through the use of key performance indicators (KPIs). These are quantifiable measures that provide insights into operational efficiency. There are two main types of KPIs:

  1. Leading Indicators: These predict changes or trends in the project. When an unfavorable change is detected, the project team can evaluate the root cause, which helps reduce performance risk.
  2. Lagging Indicators: These measure project deliverables or events and reflect past performance. They can also identify correlations between outcomes and environmental variables.

Many factors influencing these metrics are time-dependent where measuring requires significant effort and time. Therefore, how can project teams ensure that they measure relevant metrics and that these metrics are useful?

I think a way project teams ensure that they measure relevant metrics is to focus on measurements pertaining to regulatory demands, validation and verification milestones, and risk management. Also, making frequent measurements can help monitor performance in these areas of the project. I would put an emphasis on continuous use of KPIs even when the project is close to finishing. 

To ensure that the metrics are useful, establishing a root analysis system like previously mentioned would be a major benefit. This gives project teams the ability to identify the origin of the performance decrease in a project. The more aggressive and agile approach to finding the root cause will prevent the problem from becoming even worse. If it does become worse, the project will suffer delays and increases in cost.

One additional way to ensure metric remain relevant and useful is by applying a goal-oriented metrics framework. One example of these is SMART Key Performance Indicators (KPIs) are tools used to measure the progress of a company toward its goals. SMART stands for Specific, Measurable, Achievable, Relevant, and Time-Bound and each of these create clear metrics that can be tracked over time. Metrics mapping can also be used. Each KPI is tied to a specific design control element, ensuring coverage across the full development lifecycle. Regular KPI review checkpoints built into the project timeline help ensure the metrics being tracked are still relevant and aligned with evolving project goals. If a KPI is no longer informative, project teams should adjust or replace it, keeping it focused and performance-driven.

Making sure that relevant metrics are collected efficiently and correctly are indeed an important step in the project process. One way to make sure the metrics that are collected are relevant with the goals of the current project objective. Revising the metrics for collected data points in phases including the prototype and regulatory submission phase ensure that the project teams can collect relevant metrics that help maintain project quality and safety of the device. If the project utilizes cross-functional teams, feedback loops can be developed to make sure the technical requirements from the engineering team of the project are evaluated using accurate metrics. Collecting proper metrics is important because they can become a proactive tool in identifying risks and possible points of failure, and to accomplish this accurate metrics should be collected with relevance to the project objective. Collecting these metrics in a matter that remains aligned with the project objective prevents project teams from wasting time and effort on the collection of outdated metrics.
