After the development of team how do the execution process works or what does it do during the absence or vacation of an employee or with an personal problem?

After the development of the team if a person for some reason is unable to be present that means that the project manger failed to be a proper job in assembling the team. I say that because that means the team manager did not do a proper job in check in the track recorder of his team members. In the case of a person needing to leave for a personal problem. The team manager should have assembled a team to where the missing of one person would not great affect the progression of the project.
