I agree with markabdelshahed that a risk management meeting starts with the project manager sending a meeting invitation to all the attendees ahead of time so that they prepare themselves adequately for the meeting. Usually, the attendees would want to discuss about a risk, its characteristics, actions that they think can help and those they think would not help. The project manager need not to stop the contribution of these attendees because they are contributing connected lines of thought—they are not just throwing words for the sake of contribution.
Important risk management actions should be documented as soon as they arise in every risk management meeting because this helps to speed up the meeting. I also agree with merzkrashed that a strategy for breaking down the risks should be in place and that people should be prepared. To add on this, individuals should be advised to be more open-minded and realistic about the future possibilities. Meeting objectives should also be outlined right from the start.
