I believe the scope management plan is the most important part of DDP. The scope management plan will basically be the guiding document for the process. It will describe how the scope will be defined, developed, monitored, controlled and validated. With this you can build everything else around it. It gives what the project is looking for, tells how one should go about developing it, and then give guidance for monitoring and controlling. And provides the final step of validating it. Everything in one document.
The Communications management plan and the Scope management plan are the most important parts of the DDP, in my opinion. Determining the scope of a project sets the tone for the remainder of the design control and manufacturing process. It serves as an anchor and a goal for the project's duration and should be clearly conveyed to the whole team. Communication management is also an important component of the DDP because inevitably, team members will ask questions, and some mistakes will be made. Creating a solid communications plan will minimize the chaos of fixing these mistakes and make a clear pathway for answers to be conveyed to the team.
