Communication Management seems like a trivial knowledge area however, its seems as though it needs to be implemented in a PM. This topic of communication is critical. Lack of communication is why we have so many issues with marriages, friends, etc.. Which has been the fault of humans since day 0. We all communicate daily wither facebook messenger, twitter, texting, email etc or literally Face to Face which is a lost art. However, in order to have a successful project, you need to know what various project groups are doing in order to have a clear and concise line of communication. Issues arise because someone forgot to tell this person so on and so forth.
I have two questions:
1) Who should do the communication on a project dependent on the organization set-up
2) What means or platform should be done to communicate in a professional situation?
I believe the determination of who will be responsible for initiating communication is dependent upon the organizational structure. Ideally, a phone-tree type communication method should be in place. Those who are at the head will have the necessary meetings/ communications and disseminate that information to others. Everyone should know how communication is organized. As long as a clear plan has been established and it has been communicated to all members of the team, there should be no problem.
To address the second question, communication should be via business email. The format can be used for general communication of information as well as events. An event could be in-person or virtual. Important events can automatically be added to the business calendar, so everyone is able to remain organized.

1) The primary person responsible for communication on a project is the project manager. They are responsible for making sure that there is streamline communication between the project team and also between stakeholders. Communication is vital to ensure that there is not much conflict and confusion that is delaying the project.
2) I think in these current times it a good idea to learn about proper netiquette. Which Is the acceptable way to communicate on the internet. Professional communication can be done through any means, in person, via email, on the phone, it's truly just a skill that comes with practice and experience.

Project managers spend most of their time communicating with team members and other project stakeholders, both internal and external to the organization. Effective communication builds a bridge between diverse stakeholders who may have different cultural and organizational backgrounds as well as different levels of expertise, perspectives, and interests. As for who should be responsible, I think that everyone should play a role in communicating, especially with progress updates and things relative to segments of the project. Project managers will probably be the main source of communication, since they are the connection between stakeholders, organizations, and team members.
1. I believe the PM should be in charge of developing communication and delegating who is in charge of distributing specific information to task teams. The PM should also consider the need for clarity and detail when communicating many things to the project team.
2. The communication method should be quick and can be longed for future reference. I would suggest a forum for discussing detailed information and keeping it in one "place" or software for efficiency. This should be the only form of communication; the PM could use a business line for a phone or a quicker, more casual forum like Slack for smaller issues and quicker disbursement of information.
Either the project manager should do the communication or someone who is specifically hired for that particular set of skills. In a professional situation, there should be multiple forms of communication is to keep track of everyone's performance by having a bi-weekly meeting: one individual meeting and one team meeting.

As you mentioned communication is a key for the project success, however I do not think it should be assigned to one person to do the communication. But, it should be between all the team members who are involved in the task and the members who are going to take over the task after its done to add to in the the next level and people who are working simultaneously on another task that need to be tested together. All the departments involved in the project should be communicating, and reporting their progress periodically.
To answer your second question, to facilitate the communication through out the day or to make quick or urgent announcement, a communication application such as Teams or Skype could be very helpful. Nontheless, face to face meeting is very important to make critical decisions.

I believe the project manager's role is to communicate with all the team members and set everything up. Communication between the manager and team members is mandatory since you will not be able to understand the project without communicating with your team members fully. If one team member does not understand the topic in full, the team member should set up a meeting with the project manager and discuss this towards the beginning of the project so that they will not get losses while conducting the project. An app called Slack is being used throughout many professional settings. Slack allows subcategories within the group, allowing everything to be neatly organized through the app.

The success of a project depends on effective communication, and if even one member of the team fails to communicate effectively, it can have a negative impact on the project as a whole. Project managers are accountable for facilitating communication among all team members, but ultimately it is everyone's obligation to uphold effective peer communication. I don't believe the choice of communication platform is particularly significant.
