I think the delays are not because of employees or other mismanagement. Any new drug or device needs to go through lots of pre-clinical and clinical trials before going to market. To ensure safety FDA takes a long time for approval. Still, more employee recruitment and monitoring of all works effectively may push the necessary steps to finish in a slightly shorter time.
